Trading Places: Atkins takes flight at BATS

Paul Atkins, a former SEC commissioner, was appointed non-executive chairman at BATS Global Markets. Atkins previously worked at the SEC from 2002 to 2008, and is currently CEO of Patomak Global Partners, a Washington-based consultancy. He also served as a member of the Congressional Oversight Panel for the Troubled Asset Relief Program between 2009 and 2010.

Ana Concejero was appointed head of listed derivatives sales in Europe, Middle East and Africa at Knight. Concejero previously spent more than 8 years in BlackRock’s ETF division, where she was director and head of LATAM and Iberia capital markets.

Paul Beswick was appointed acting chief accountant in the Securities and Exchange Commission’s Office of the Chief Accountant. In this role, he will oversee accounting interpretations, international accounting matters and professional practice issues. Beswick joined the SEC in 2007.

Mark Ibbotson and Finbarr Hutcheson were appointed chief executives at NYSE Liffe. Ibbotson, who joined Liffe in 1990, will have responsibility for exchange trading, clearing and regulation, while Hutcheson, who joined Liffe in 2001, will have responsibility for commercial and business development. Ibbotson and Hutcheson both will continue to report to Duncan Niederauer.  

Paula Drake was named associate director to serve as chief counsel and chief compliance and ethics officer in the U.S. Securities and Exchange Commission’s Office of Compliance Inspections and Examinations. Drake most recently served as general counsel and chief operating officer at Oechsle International Advisors.

Stephan Solomon and Marc Cohen, two former Newedge employees, founded Thales Trading Solutions, a non-guaranteed introducing broker based in New York City. Thales is working in cooperation with Newedge. In a statement, Solomon commented, “Our business model adds value and gives choice to clients in the evolving regulatory environment, and we look forward to working closely with Newedge."

Tom Kloet will be CEO of the combined TMX Group after Maple’s acquisition is completed.

Anthony Scamardella was hired as a director at Gain Capital. Previously, Scamardella worked at IntercontinentalExchange.

Patrick Birley was appointed chief commercial officer of NYSE Euronext's Clearing House in London, which is scheduled to launch in June 2013. Birley ran LCH.Clearnet from the beginning of 2006, and has also previously worked at LSE, LME and the European Climate Exchange. Birley joines NYSE following the announcement last week that, subject to regulatory approval, NYSE Liffe Clearing will be expanded next year to become NYSE Clearing — a fully integrated Central Counterparty, serving multiple markets. 

Alexander Matturri was appointed CEO of CME Group and McGraw-Hill’s joint venture S&P Dow Jones Indices. Lou Eccleston, president of Capital IQ, was named chair of the company’s seven-member board.

Peter Barrowcliff joined Newedge’s metals desk as global chief operating officer. In this role, he will be based in London and will be responsible for the back-end, credit, technology and product development as well as supervising the UK metals desk. Barrowcliff joins Newedge from Nomura, where he most recently was working in Asia to improve, build out and deliver its futures offering in the region.
