David W. Blass was promoted to chief counsel and associate director of the Securities and Exchange Commission’s (SEC) division of trading and markets. He previously was associate general counsel.

Mark Benfield was named executive managing director of BGC Market Data. Benfield joins BGC from ICAP plc where he was regional managing director for ICAP Information Services in the Asia Pacific region.

Arnold Roxas was appointed head of fixed income business development at TradingScreen. Roxas was a co-founder of Moneyline where he held senior responsibilities in electronic trading.

Tony Thompson was named executive director at the Commodity Futures Trading Commission (CFTC). Previously, he was a deputy administrator at the U.S. Department of Agriculture.

Adam Wysota joined the Depository Trust & Clearing Corporation (DTCC) as managing director and chief technology officer. Wysota comes to DTCC from Barclays Capital where he was a managing director in prime services information technology since 2008. Also, Bari Jane Wolfe was appointed managing director, head of regulatory relations. Prior to DTCC, Wolfe served as managing director at Barclays Capital.

Jane Diplock was appointed as an independent and non-executive director at SGX. She previously served as chairman of the New Zealand Securities Commission. Also, Christine Lie was appointed senior vice president and head of listings (China). She joins SGX from HKEx where she most recently was vice president in the issuer marketing department.

Stephen A. Quick was appointed chief risk officer at the Federal Deposit Insurance Corporation (FDIC). Quick is the first person to fill this role. Previously, he was a director at the Inter-American Development Bank.

Tom Zschach was appointed chief information officer at LCH.Clearnet. Most recently, Zschach was managing director and co-head of global rates and currencies technology infrastructure at Bank of America Merrill Lynch.
